Abstract Although everyone is for “more theory,” most of us have rather little understanding of how to get “more theory.” This essay suggests one approach to theory development: thinking in terms of puzzles. To develop the concept of “puzzlement,” three bodies of literature are reviewed, and sets of conflicting evidence are presented as puzzles.
