ORGANIZATION THEORY AND PRACTICE It is both interesting and salutary to be reminded of the antiquity of the subject of organization. In the book of Exodus in the Old Testament, at chapter 18, we learn of the problems of Moses in organizing his people, and of the advice and guidance offered him by Jethro, his father-in-law. In particular, at verses 25 and 26, we read: And Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties and rulers of tens. And they judged the people at all seasons; the hard causes they brought unto Moses, but every small matter they judged themselves. The elements of personnel selection, planning, division of work, lines of authority, and delegation of responsibility, can all be detected in this brief biblical reference. In this article, the subject of organization is discussed in broad terms and is related to some of the wider facets of management. This is not to suggest that management and organization are synonymous terms, for the former is inclusive of the latter and embraces more than is noted herein.
