Graduate School of Management, Delft, The Netherlands This note is a report of a major research programme recently conducted in the Netherlands. In this particular research project the problem to be looked at was the internal and external governing capacity of the central departments of national government (14 Ministries, each consisting of several thousand civil servants) in the Netherlands in the opinion of several hundred respondents in those departments. âHow (in)effectively in your eyes, does the department and its politicaladministrative leadership function?â was our central question. Because governing capacity conceptually has two facets (those who govern and those governed), the higher as well as the lower levels within the departments were questioned. From the answers we could construct departmental âgoverning profilesâ, which were analysed from several distinct perspectives: a âlevelâ, a âprocessâ, a âgoverningâ and a âpolicy or managementâ perspective. This research project was part of the reorganization study made for the Ministry of the Interior and reported in the Third Report by the Committee on the General Structure of the Netherlands Government Services: Research results, analysis and pointers for solutions, The Hague, 1980. 1.
