Angola’s parliament on November 18th approved the State Budget for 2011, estimating revenue and expenditure at Kwanzas 4.2trn. Presenting the State Budget, the Finance Minister, Carlos Lopes, said that of the total amount, K886.2bn would go to the Public Investment Programme. The social sector will receive 31.5% of the budget, compared to 30.3% in the 2010 budget. In the social sector, priority will be given to education, greater access to education and its improved quality. Better health services, through the combat of great endemics, including HIV/AIDS, housing and social protection are some of the targets highlighted by the government. Compared with 2008, a year with a poor budgetary performance, the Minister said the expenditures for the social sector in 2011 showed a clear growth. According to him, expenditure on education has risen from K180bn in 2008, to K341.5bn, while in health the amount rose from K122.5bn to K162bn, and social protection recorded a rise from K240.9bn to K549.3bn.
