An effective method is proposed for processing complex alumina-containing materials of natural and
technogenic origin with preparation of alkali-free highly active aluminum hydroxide as raw material for pro
ducing high-alumina materials, such as traditional engineering alumina, high-alumina chamotte, fuzed corun
dum or mullite, and other forms of alumina.

Under contemporary conditions implementation of the
concept of “innovation for economic development — IFED”
is increasingly connected with problems of comprehensive
waste reprocessing of natural resources and involving multi-
tonnage industrial waste in ecologically clean waste-free in-
The amount of industrial waste in the last one hundred
years is growing exponentially. Every year in the world there
is formation of solid technogenic waste alone of more 25 bil
lion tons. Of this amount almost a third, more than 70 billion
tons, is within Russia. In the Russian Federation territory at
the start of 2013 90 billion tons of production and consumer
waste had been accumulated. The area occupied by orga
nized burying of waste comprised more than 400 thousand
Geoecological problems of technogenic waste are con
nected not only with environmental protection, but also with
economic development of regions. Formation of waste is
also an indication of irrational use of natural resources,
whereas many of them at the limit of exhaustion. Rehabilita
tion of industrial waste is an important natural resource, na
ture preservation, geoecological, and economic task. Waste
utilization is on one hand a means of increasing production
efficiency and resource saving, and on the other hand a natu-
ral obligatory condition of restoring equilibrium in the bio-
sphere, since it makes it possible to reduce the load on an
ecosystem and increase stability.
Within Russia there are different federal and regional
programs whose main aim is provision of the main condi-
tions of ecologically secure development standard, natural
science, and technological bases, i.e., a single state policy in
the sphere of dealing with waste under all conditions; provi
sion of stabilization, further reduction and liquidation of con
tamination by waste, and also output into the economy of
natural resources as a result of maximum secondary involve
ment of waste in the economic cycle.
A promising direction of an innovative process is total
waste reprocessing within the framework of regional eco
nomic complexes. It provides extraction of scare materials
from industrial waste (clean oxides, precious, nonferrous,
rare, radioactive and other elements) and creation of struc
tural and functional material with good operating properties
instead of natural traditional materials and metals. Imple
mentation of this strategy will make it possible to reduce
considerably, by more than 25%, the demand for primary
natural resources, and also resolve questions of raw material
security within the country, including material critical for the
refractory industry, i.e., high-alumina and magnesia materi
