Improvement of Existing Industrial Processes
and Organizational Forms of Management as a Condition
for Progressive Enterprise Development

Realization of a number of programs in 2006−2009
years on recon¬struction and modernization of the existing
technological processes of polyoleﬁ ns productions make
possible enterprise functioning at the permitted capacities,
which are exceeding the designed. However, use of the
old technologies, in particular in the polypropylene
production, and the relatively small-scale capacities of
modern enterprise lead to high costs per ton of production
and to low productivity of staff. In this case the design
infrastructure of Tomskneftekhim was created in view
of the building of new producing capacities (production
of polyethylene, benzene, polystyrene and others). An
important feature of the current situation is the fact that
SIBUR possesses enough hydrocarbon sources. Based on
these prerequisites, in 2007 a new development strategy
was developed in the enterprise. It supported pyrolytic
plant EP-300 reconstruction, bringing its output to 380
000 tons per year, the building of new production of
polypropylene and polyethylene of low pressure (outputs
200 000 and 140 000 tons per year respectively). This
makes possible to increase production of polyoleﬁ ns by
almost half, and also to produce modern brand assortment
of polymers at the competitive level of costs.
The economic situation, which caused the stopping
of strategic project, made necessary to accelerate the
realization of tactical plans with respect to an increase
in the efﬁ ciency of the acting productions. So, in the
monomers production the program on replacing of burner
devices and furnaces brick-lining is realized. It will
allow reducing considerably natural gas consumption.
In a production of polyethylene of high pressure (PEHP)
the technological process is improved in the part of
optimization of the initiating mixtures composition, of
conversion increase, further automation of the control
systems, stopping and scheduled repairs decreasing.
Project on going to the highly effective titanium-
magnesium catalysts for propylene polymerization and
to an increase in the output to 130 000 tons per year is
carried out in the polypropylene production.
Along with an improvement in the production quality,
the implementation of production technology of block
copolymers of propylene with ethylene was designed.
This material is a polymer base for shock-resistant
and frost-resistant composite materials for different
purposes, which make possible to accomplish a task of
increasing commodity products by loading of available

corporate program “Total Optimization of Production.”
Virtually 50% of them are realized at the moment.
The enterprise management actions in the ﬁ eld of
organizational-administrative improvements are no
less important, but in the present situation they have
a special urgency. Increased competition on the global
and domestic petrochemical market as a result of launch
of new highly effective productions makes us look for
ways to improve the efﬁ ciency of the Tomskneftekhim.
