A promising approach to the broadband optical modulation is discussed. Based on the experimental data and using numerical calculations, the static and dynamic modulation characteristics of submicron SOI-based photonic phase modulators are studied. The parameter optimization of submicron photonic devices for highly efficient broadband modulation in a band of over 100 GHz is investigated.
