Policy Signals and Market Responses: Introduction and Background [When looking back over 50 years of Zambian independence, it is disappointing to note how unsuccessfully its leaders have converted the country’s abundant natural resources and peaceful political history into economic growth. In fact, by some measures, Zambians are worse off today than they were at Independence in 1964.
