[In November, 2002, the 16th National Congress of the Communist Party of China put forward the important task for intensifying the reform of the cultural system. On June 28, 2003, during the national conference on the pilot work relating to the reform of the cultural system, it was decided to initiate the pilot work on the reform of the cultural system in 9 provinces and municipalities, including Beijing, Shanghai, Chongqing, Guangdong, Zhejiang, Shenzhen, Shenyang, Xi’an, Lijiang and 35 publicity and cultural units. Abstract
