[In November, 2002, the 16th National Congress of the Communist Party of China put forward the important task for intensifying the reform of the cultural system. On June 28, 2003, during the national conference on the pilot work relating to the reform of the cultural system, it was decided to initiate the pilot work on the reform of the cultural system in 9 provinces and municipalities, including Beijing, Shanghai, Chongqing, Guangdong, Zhejiang, Shenzhen, Shenyang, Xi’an, Lijiang and 35 publicity and cultural units. Zhejiang has become one of the two provinces for fully carrying out comprehensive pilot work on the reform of the cultural system; this marked Zhejiang’s entry into a new stage of comprehensively promoting the building of a culturally large province after the implementation of the Plan of Zhejiang Province for the Building of a Culturally Large Province (2001–2020) in 2001.]
