Therefore, throughout history the challenge has been to balance limited resources and human beings’ limitless desire to consume these resources. Furthermore, these conflicting values result in the basic issue in economics as to how to make use of the limited and scarce resources to produce and provide products in order to maximally satisfy people’s infinite demands and desires, and to maximize social welfare. These conflicting values drive economic activity, i.e. rational distribution and efficient use of limited resources and provision of products. And what is the present situation in China relating to the use of the scarce re- sources in the field of public health? Since the adoption of reform and an opening- up policy, China’s medical enterprises have experienced considerable increases in development, in terms of either the scale of the hospitals and medical organizations, or the quantity and quality of man power, or material supply and financial capacity.
