[In this chapter, the role of the Sierra Leone diaspora in the process of post-conflict peacebuilding in their homeland is examined. In analysing this process, attention is drawn to the process of external intervention in postwar reconstruction, noting that this was defined by the Liberal Peace Project (LPP); that is, the belief that world peace can be realized by the spread of political liberalism or capitalist democracy (van der Linden, 2001). It is argued that neoliberalism has defined the new relationship between African states and the developed capitalist nations. Furthermore, in looking at governance, in particular chieftaincy reform and decentralization, I argue that the imposition of neoliberal ideas has tended to deprive the ‘rebellious youth’ of agency as the ancien regime of chieftaincy was strengthened by externally funded reform.
