Political Corruption and Scandals in Japan by Matthew M. Carlson and Steven R. Reed (review) 266 Journal of Japanese Studies 46:1 (2020) In the meantime, alliance ties improved in the late 1970s, with agree- ment to provide signifi cant host-nation support for U.S. forces stationed in Japan. The government also formulated a comprehensive defense strategy in 1976 and agreed to an initial set of defense cooperation guidelines with the United States in 1978 designed to enhance defense of Japan capabilities. Despite its fascinating insights into the minds of policymakers during key stages in the development of bilateral ties, the book is not an easy read. Its blow-by-blow descriptions of meetings, discussions, and negotiations over the decades demand the constant attention of the reader. There are also redundancies with names and events being introduced and then reintro- duced in a later chapter as if for the fi rst time. But by and all, this book sets a high standard for penetrating scholarship on a formative period in postwar U.S.-Japan relations, and I intend to delve deeply into it when preparing future lectures for my course on Japanese diplomacy.
