A crisis of legitimacy is a crisis of change. Therefore, its roots must be sought inthe character of change in modern society. Crises of legitimacy occur during atransition to a new social structure, if (1) the status of major conservativeinstitutions is threatened during the period of structural change; (2) all the majorgroups in the society do not have access to the political system in the transitionalperiod, or at least as soon as they develop political demands.
