Formal framework partnerships suffer from implementationproblems and a lack of focus on worker needs, in contrast to local learningpartnerships that address the specific interests of workers displaced throughrestructuring. The key challenges facing unions are the types of skillsaddressed, coordination issues across learning partnerships and building theunion skills needed to work in partnership.
