The d efinition o f ‘ d angerous’ is being debated again: should a report be written defining i t? The i ssue was tabled rather than actually voted it down. It was decided not to ac cept the proposal by Yuri Izrael of Ru ssia to prepare such a report. Apparently he was alone in ar guing t hat such a report o r t echnical paper could be prepared. In 1 994 at Fortelezza, Brazil, the IPCC leadership agreed that the concept of “ d angerous” is really m ore p olitical t han scientific. The I PCC focussed on saying if t his occurs to climate, then these are likely t o b e the consequences and avoided decisions about whether such an outcome is or is not e nough, to ta ke or n ot ta ke actions.
