Ireland's Foreign Aid in 2010 This paper reviews Ireland's official development assistance (ODA) programme in 2010. The paper opens with an overview of developments relating to the global economy and policy in 2010. It then presents an overview of official aid flows from DAC donors, which, at US$128.7 billion, were the highest ever recorded. Irish ODA amounted to €676 million, a fall of €42.1 million or nearly 6% compared with 2009. As a percent of gross national income (GNI), Irish ODA fell from 0.54% in 2009 to 0.53% in 2010. The fact that the fall in ODA was relatively small when expressed in terms of GNI reflects the fall in Ireland's GNI in 2010 compared with 2009. The paper also provides data on total Irish ODA for selected years since 1974, and a detailed breakdown of bilateral and multilateral aid expenditures for 2009 and 2010. It then analyses expenditure under both the bilateral and multilateral sides of the programme. Under the former, it highlights a selection of country programmes, offers an update on Ireland's programme of emergency humanitarian assistance, and presents reviews of Irish Aid's gender equality policy and development education policy. Under the multilateral side of the programme, the paper examines Ireland's work with the EU, the international financial institutions and the UN.
