Targeted violence, harassment and abuse against people with learning disabilities in Great Britain

Commentary Patrick Olszowski Anna Boaden Mencap Introduction While literature reviews such as ‘Targeted violence…’ are useful in highlighting the scale of a problem, it is important to remember that this issue refers to real people, living in fear. The unwillingness of people with a learning disability to report crime, lack of national data on the scale of all crimes against them (not just those classified as hate crimes) and the significant barriers to justice standing in the way of legal remedy have been discussed so extensively as to be almost truisms. Addressing these problems will require ongoing, joined-up working at all levels, underpinned by a solid grounding in safeguarding and the establishment of a human rights culture. Any such plan needs to be delivered by practical, effective schemes that involve people with a learning disability in their creation. Only by doing this will we begin to both reduce the fear of crime, and help people with a learning disability to actually be safer.
