Is Care Management Being Implemented? AMANDA EDWARDS INSPECTOR, SOCIAL SERVICES INSPECTORATE, SOCIAL CARE GROUP, DEPARTMENT OF HEALTH This Case Study is based on a talk given at a conference organised by the Sainsbury Centre for Mental Health: ‘Changes and Challenges, Making Care Management Work’. ne of the difficulties in answering this question is the definition of care management; for there is no doubt that care management is being implemented; the question is more about how and the type of challenges which arise from different approaches to implementation. Models and definitions It is clear from SSI monitoring and inspection work that care management is subject to a variety of interpretations. Some authorities state that all users assessed as in need of services receive care management. Others target only those with complex needs and/or those who require high levels of service. Some give priority to people entering residential care, others to providing domiciliary care packages for those most at risk of entering residential care. The literature on care management also ascribes care management a variety of functions.
