Joseph Rowntree Foundation research network ALISON JARVIS Senior Research Manager, Joseph Rowntree Foundation About the Foundation The Joseph Rowntree Foundation is an independent, non-political body supporting programmes of research and innovative development in the fields of housing, social care and social policy. Many readers will be familiar with the programme, particularly the Findings summaries in which the Foundation distributes the results of projects quickly and widely. This concern to inform current debate and practice is central to the Foundation’s emphasis on promoting change. In 1993 the Foundation began a major programme of work concerned with housing and community care. The key messages from the first two phases of this programme have been usefully summarised by Lynn Watson (1997). Based on a review of 21 projects, this report concluded that, while some progress had been achieved in enabling people to live independently, much more was required if the vision was to be realised. The third phase of the Foundation’s housing and community care programme has had a particular focus on considering the kinds of service that could help to support people living in non-specialist provision in the community.
