COMMENTARY Diana Andrea Barron, Clinical Training Fellow Dan Robotham, Research Fellow Angela Hassiotis, Senior Lecturer Department of Mental Health Sciences, University College London Key words learning disabilities; audit; Health Care Commission; service provision Throughout the National Audit, the term ‘learning difficulties’ is used rather than ‘learning disabilities’; we have therefore adopted the same terminology in this commentary. Context The Healthcare Commission (HCC) published its national audit of specialist health care services for people with learning difficulties in England (2007). This was prompted by two recent formal investigations exposing the poor quality of inpatient provision for people with learning difficulties. In 2004, the concerns of East Cornwall Mencap Society resulted in the Cornwall Report (CHAI, 2006), undertaken jointly by the HCC and the Commission for Social Care Inspection (CSCI). In 2007, the HCC issued the Sutton and Merton report. Both reports document deficient care standards and highlight abusive treatment of people with learning difficulties. Both identify examples of good practice, but suggest that problems with service provision may be widespread. The new report appears to support the previous assertions, and mandatory improvements are required across England.
