Directly affecting the exercise of public authority and associated mechanisms of checks and balances, they are equally central to the evolution of the state's political system itself. This report, which deals with the new Spanish law on administrative contentious jurisdiction,' describes the legal background against which such changes are taking place in Spain, and provides a brief account of some of the most important developments affecting the scope and efficiency of judicial review which were introduced recently.
