No-one has been as successful in setting the `big picture' of the subject's coverage than he. Noone has observed with finer detail the implications, be they contextual or technical, of novel developments in case law and legislative instruments. The publication in English of European Administrative Law in 1992 (it was published in German in 1988 and in French in 1994) when Professor Schwarze was a professor at the European University Institute in Florence, on secondment from the University of Freiburg, marked a foundation stone for the subject. It is a masterly scholarly treatise. He subsequently returned to Freiburg and continued his researches and prolific publications. But time and the law move on. In response to repeated requests about a second edition a compromise was reached. The revised edition contains the original unchanged text. But it is preceded by an introduction of 120 or so pages setting out and analysing developments in the subject since that first edition.
