Book Review: Democratisation against Democracy. How EU Foreign Policy Fails the Middle East,... EUROPEAN FOREIGN AFFAIRS REVIEW As the authors in the volume note, however, the EU’s record of success with these initiatives is at best mixed. From the very start a number of factors have weakened the incisiveness of Europe’s policies, including the persistence of some- times conflicting European national agendas, and the inherent contradictions of some aspects of the EU’s strategy towards the region. In particular, the EU has prioritized policies aimed at exporting a European model of liberal democracy combined with a free-market economy, often offering inadequate support for democratic political reform and for inclusive growth. This, coupled with an understanding of security that highlighted stability over the promotion of ‘deep democracy’, has often meant de facto support for autocracies. While the Arab Uprisings of 2010–11 compelled the EU to rethink its policies, the volume shows how this ‘rethinking’ has remained superficial and has not brought about any kind of substantial paradigm-shift. As the authors note, the 2016 EU’s Global Strategy for the European Union’s Foreign and Security Policy retrenched priorities along the lines of the promotion of the interests of EU citizens and preoccupations about an unstable and insecure neighbourhood.
