This study emphasises the poor performance of human resources development which is caused by occupational health and safety (OHS) management system. It aims to improve the performance of human resources by examining the effect of occupational health and safety system, work-related stress, as well as the role of motivation for OHS management. This study was conducted to produce a model and an analysis of occupational health and safety related to performance of human resources (HR) development. The subject was 80 employees of PT.PLN Persero APD in Central Java and D.I. Yogyakarta. This study used a quantitative method by using descriptive statistics and partial least square (PLS) technique to analyse the effect of each variable. Based on the Q square results, its value is accounted for 0.60. This shows that Q square's value is larger than 0.5 indicating that factors of OHS management system, work-related stress, and motivation in OHS management have a good prediction level on the performance of human resources management.
