Digital divide is referred to as inequalities between social parties in accessing and sharing benefits from using information and communication technologies. Prior investigations have noted that the failure in building causal links between strategic objectives, key success factors and actions hindered most countries from successfully assessing and gaining the effectiveness of digital divide strategies. The goals of this paper are thus to propose a generic model of digital divide strategy map for depicting the desired cause-and-effect relationships as well as to illustrate the strategy mapping process for guiding the formulation of digital divide strategies.
