This study examined the theory of planned behaviour and the organisational transformation to predict the intention to implement e-government by government employees in Yogyakarta Special Region, Indonesia. This study used a survey data collection method with 511 respondents for employees in five local governments. Questionnaires were generated using a Likert scale. SEM-PLS analysed the data to determine validity and reliability, as well as to test hypothesis and regression. This study found that attitude and perceived behavioural control had a positive and significant effect on the intention to implement e-planning with p-values of 0.001 and 0.000, respectively. Likewise, organisational structure and process positively and significantly impacted attitude with p-values of 0.026 and 0.017, respectively. The influence of organisational structure, culture, and processes towards attitude was strong (R-square = 0.680). The limitation and implications of these findings are discussed in conclusion.
