E-government systems pass through stages until they reach the highest potential of providing customers (citizens, businesses and public administration) with full online interaction with their governments thus enabling them to obtain government information and services from a single point of access. The transaction stage of e-government is one of the most important to the implementation of an e-government system as it represents the highest level of internal interaction between customers and governments. There are several reasons that might push government organisations into reaching the transactional stage of an e-government system, for example: saving of time, effort, and cost of delivery of services by making the delivery of external services quicker, and enabling customers to implement a complete transaction electronically, also increasing the efficiency of the internal government process.
