Challenges and prospects of e-governance in Poland and Spain The paper discusses Polish and Spanish experiences related to the introduction in the public administration the latest technological solutions enabling the transition to the state of e-government (e-state). The study identifies legal issues related to the implementation of the e-state model which varies in its forms; it ranges from already implemented to not implemented covering different mediate conditions (satisfactory, correct - but needs improvement, incorrect and requires change). This covers the best solutions regarding the process of implementation: the most effective and efficient (in terms of implementation costs, service quality and burdens for the administration itself) legal, organisational and technological approaches related to e-government. Abstract
