This article discusses the attempts by the National Health ServiceNHS to develop medical managers, following the introduction of generalmanagement in 1983. It suggests that problems have arisen because, sofar, it has been organisational considerations and not those ofindividual career paths which have informed these developments. It issuggested that this new approach could lead to the development of theNHS as a learning organisation within the context of the original policyobjectives.
