Criminal justice under stress
Suggests that the British police service is experiencing theeffects of the new managerialism in the public sector. Aparticular concern has been the system of singlepoint entry to theservice and its capacity to provide the police with the managers itneeds to tackle contemporary issues. Points out that calls for reformhave tended to focus on the merits and demerits of an officerclass solution. Argues that rhetoric about militarystyle elitesfor the police has blocked open discussion about the potentialadvantages of dualor even multiplepoint entry to the service. Examinesthe debate and counters criticisms surrounding it through comparisonswith reforms in Britains National Health Service, and also with theDutch and Japanese police. Argues that direct entry could catalyzechange and improvement in the areas of equal opportunities, specialistfunctional management and reward systems at all levels.
