In 1951 the National Luchtvaart Laboratorium at Amsterdam circulated proposals for an international card catalogue of published aerodynamic measurements ref. 1. Everyone agreed that such a catalogue was needed badly. Without it there was already much unnecessary duplication of costly experiment, and available information was hidden from those who needed it. Everyone, including the originators, agreed also that the several functions of the catalogue could be clarified further, and the means by which they were to be performed could be sharpened.
