In order to boost accountability and responsibility and to ensuredecisions are taken locally, donors are introducing arrangements wherebydevelopment products are managed by institutions in the recipientcountry. The main constraints are the temptations for donors tointervene where local management is weak, the shortage of good projectmanagers and the ambiguous position of expatriates.
