Abstract
Examines the main issues currently confronting economists analysingtraining. Contrasts the human capital and institutional approaches andindicates that both have advantages and disadvantages. Outlines themajor methodological issues in the area and concludes that theeradication of bias in evaluations of training is the key problem issue.
