Human Resource Aspects Decentralization and Devolution Responsibility for human resource management is being spread aroundorganizations in two ways by decentralization, the allocation ofpersonnel tasks formerly undertaken centrally to more local parts of theorganization and by devolution, the allocation of rules formerlyundertaken by personnel specialists to line managers. Evidence from TheNetherlands indicates that both processes are working there but with aconsiderable degree of doubt as to whether line managers can handledevolved personnel tasks. Comparative data from across Europe show thatThe Netherlands is in the top half of countries devolving thesefunctions.
