It is considered whether consultation is a strategy that can beused to bring about change in those organisational settings whereattempts to provide senior managers with offthejob training has hadlittle or no effect. Findings are reported which suggest that whileconsultation can be effective, the mode of intervention used can have animportant impact on the degree of change achieved.
