Argues that the material benefits do not warrant an overlysubstantial amount of dedicated time a fiveyear strategicpublic health programme, supported by a periodic crosssectionalanalysis, is more appropriate and would exploit much wider sources ofdata than those generally appearing in Annual Reports, Considers thevalue of the Decennial Census of Population, as a data source. Suggeststhat it must be used in conjunction with other sources ofhard data. Also argues that methods for collecting andincorporating qualitative data must be developed, together with aframework for informed policy analysis, which would facilitate aparticipative dialogue compatible with the aims of the newpublic health.
