•The SD method is used to integrate the water pollutant emission limit as a key variable into the established system model of environment – economy – society in Liaohe River Basin.•The development level of each agent is defined by NetLogo multi-agent simulation model, and the two-dimensional visualization shows the development level of each agent at the present time and the overall development state.•This article takes the lead in using NetLogo software for “environmental-economic-social” sustainability research. SD and Multi-Agent modeling, and realizes the real-time regulation of water pollutant discharge limits in the Liaohe River Basin from the macro and micro levels, and provides theoretical basis for the formulation and modification of future water pollutant discharge limits in the Liaohe River Basin.
