Although many believe that such conversions are not problematic (Hart 1976; Raup 19821, others argue that they may have severe repercussionsfor future food security (Rodd 1976; Fletcher and Little 1982). Although this debate remains unresolved, public concern is reflected in a proliferation of programs and policies designed to protect agricultural lands (Chathelinaud 1980; Furuseth and Pierce 1982; Audet and Le Henaff 1983). The major assumption underlying farmland preservation policies is that the important areas for agriculture should be protected in the public interest. It follows that policymakers need to identify or define these important agricultural lands.
