The analysis focuses on therole played in this process by the newly established Department ofPublic Expenditure and Reform (DPER), from the perspective ofthose senior- and middle-ranking civil servants implementing themeasures and largely ‘under the radar’ of daily political life. Arguingconvincingly that analysis of the Irish state system is the neglectedchild of Irish government studies more generally, MacCarthaigh’sbook is a welcome addition to the canon.The book begins with a summary overview of Ireland’s (poor)record of political and administrative reform, using a couple ofinteresting tables to correlate the rate of creating public organisationswith significant organisational change (p. 31), as well as the creation ofnew agencies and key reform events (p. 41). It is not easy to narrate acentury of Irish governmental history in a single chapter but, for theuninitiated, this chapter manages to cover all the main issues withoutlosing its primary focus
