ABBAS National and international interest in developing library Services in the newly emerging nations began to take a definite shape immediately after World War II. During the last 40 years a leading role has been played by UNESCO. This interest began "with a somewhat limited approach in the form of Sponsoring seminars, Conferences, pilot projects and fellowships" developing to a more comprehensive approach which started with the concept of UNISIST ... and NATIS (National Information System)1. UNESCO's efforts have all along been supplemented by support from foreign governments, other international agencies and national governments äs well. Material achievements of these four decades inspite of sincere and dedicated work have been less than encouraging. Development of public library Services in the third world is a case in point. In this field of library Services, there have been more disappointments than successes. It is very difficult to name even one developing country which can boast of a first-rate public library service available throughout the nation.
