The essays and discussions that make up this volume were presented at the January 1974 National Conference sponsored by the Institute of Administration, Ahmadu Bello University. The volume is a useful contribution on manpower processes, problems, policies, and prospects in Nigeria. The editors open the book with a chapter on the National Manpower Board by Oduah emphasizing problems the board faces given its structure, terms of reference, the new Nigerian states (then 12, now 19) and mushrooming universities. They close with a brief summary and recommendations. In between, the book has six other parts, namely: a. The Military and Manpower Development; b. The Role ol Public Education in Manpower
