Administrative Transformation and the Accession Agenda I. SYSTEMTRANSFORMATION UND ,,EUROPÄISIERUNG" by Tony J. G. Verheijen The benefits of the Internal Market and Economic and Monetary Union will remain limited without effective public administration systems in all member states. Therefore, the European Union needs convergence in administrative quality for its further development. As a reflection of this need, the Eastern enlargement has for the first time seen the explicit use of criteria related to the capacity of public administrations. The very existence of these criteria has contributed to the "unfreezing" of administrative systems many observers had deemed unreformable by the mid-1990s. The comparative analysis of the administrative transformation in Central and Eastern Europe shows that the emerging pattern of reform among new EU members is increasingly similar to the one in the EU -15. More rapid and radical reform processes are taking place in the smaller, more peripheral states, while the introduction of reforms proved to be difficult in the richer, centrally located ones. However, civil service capacity in particular remains a weak point within most Central and East European states.
