66 BOOK REVIEWS Zigurds Zile, Robert Sharlet, Jean C. Love, The Soviet Legal System and Arms Inspection: A Case Study in Policy Implementation. Praeger Publishers, New York, 1972, 432 pp., $ 21.50. This book is the result of a study prepared for the U.S. Arms Control and Disarmament Agency. It examines the possibilites, within the Soviet legal system, of arms inspection on Soviet territory by foreign personnel. The first part of the book, entitled "The Soviet System: Context for Arms Inspection", investigates the inter- relationships between arms control as the outcome of international political and legal processes, and the domestic political and legal system of the Soviet Union. The second part of the book, and in many ways its nucleus, explains the legal problems connected with the presence of an arms inspectorate within Soviet territory. The third and last part ("Legal Problems Directly Rele- vant to the Official Functions of the Arms Inspectorate examines the legal aspects of the actual operation of arms control.
