His proposition would certainly be accepted by almost all the leaders of Africa and Asia; and perhaps by many in Europe and America! He sets out to examine the major tactics employed by a number of Asian and African leaders in composing their strategy. He divides these tactics into the uses of personality, organization, ideology, rewards, intimidation, economic development, political participation and foreign policy; and he points out that most policies are composed of several of these ingredients.
