Th e legacies of the welfare state and its extensions are so deeply embedded in the mind of an average European citizen that it will take a lot of effort to entice the public to relinquish many privileges intro- duced under the welfare state, even if the public coffers may be constantly shrinking and the welfare state may be in a flux that will eventually lead to its demise. At the time this review was drafted, students in France were clashing with the police; many would say the major societal conflict after 1968 student riots.
