On O c t o b e r 29, 2 0 0 4 in Rome the Treaty e s t a b l i s h i n g a Constitution for- E u r o p e was officially s i g n e d by the r e p r e s e n t a t i v e s of the 25 M e m b e r States of the E u r o p e a n Union. It r e p l a c e s the o l d Treaty o f R o m e o f ' I 9 5 7 , w h i c h e s t a b l i s h e d the E u r o p e a n E c o n o m i c Community a n d the T r e a t y o f M a a s t r i c h t which e s t a b l i s h e d the E u r o p e a n Union. But, was this o n l y a tidving u p e x e r c i s e o r d o e s the n e w Treatv b r i n g a b o u t i m p o r t a n t c h a n g e s in E u r o p e t h a t h a v e a constituent d i m e n s i o n ?
