THE RIGHT TO LINGUISTIC IDENTITY AND THE CENSUS IN THE PROVINCE OF BOLZANO: A REPLY TO HILPOLD SERGIO BARTOLE* 1. I read with a lot of interest the article by Peter Hilpold "Minority Census and Declaration of Membership in a Minority A Pillar of the South Tyrolean Autonomy under International Scrutiny", published in the latest volume of this Yearbook (Vol. XV, 2005, p. 81 ff.). I would like to devote some reÀections to two topics which are dealt with by Hilpold in his contribution; that is, the minority census and the South Tyrolean system of the protection of minorities on one hand, and the keeping and protection of census data according to current Italian legislation on the other. Hilpold's doctrine on the ¿rst item may be easily understood if we have in mind his statement that "it is no longer the Central Government which is seen as the main opponent in the further development of the autonomous status, but the picture has become more variegated whereby the activities of the Council of Europe and the European Union constitute important elements". Therefore he thinks that, if in the past "the most far-reaching attack" on the South Tyrolean census
