Alexandra Tomaselli and Petra Granholm* Th e Frustrations of the Right to Political Participation of Minorities: Practical Limitations in the Case of the Nordic Sámi and the Roma I. Introduction Political participation is a key objective for minority groups. Th e opportunity to have a say in social, economic and cultural aff airs is a crucial right of any minority group in Europe. As to Europe, direct references to the right of “political participation” for minori- ties and groups may be found in Article 15 of the Council of Europe’s 1995 Framework Convention for the protection of National Minorities (FCNM) and its explanatory report, and in t wo subsequent ad hoc documents: the 1999 Th e Lund Recommendations on the Eff ective Participation of National Minorities in Public Life, and the FCNM Advisory Committee’s 2008 Commentary on the Eff ective Participation of Persons belonging to National Minorities in Cultural, Social and Economic Life and in Public Aff airs. Over the last decade, these hard and soft law mechanisms, respectively, have served as guidelines for those states willing to enhance eff ective participation, alleviate tensions related to national minorities, and thus to prevent confl icts.
