Since October 2oo3 he is holder of the Chair of public law and European law at the Georg-August- University Göttingen, Germany, and Managing Director of the University's Institute of Public International Law and Agricultural Law. From 1995 to 2ooo he was Assistant Professor at the Europe Institute of Saarland University and was appointed to Professorship of European Law at the Karl-Franzens-University in Graz, Austria, in 2001. He is co- editor of the "Commentary on EU Treaty and EC Treaty" (2nd edition, 1999) and author, inter alia, of the books "The Principle of Subsidiarity and Solidarity within the European Union" (2nd edition, 1999) and "Rule of Law and Environmental Policy"(2001). I Prof. Dr. Astrid Epiney LL.M. Since 1994 she is Professor of international, European and public law at the University of Fribourg, Switzerland. Since 1995 she is also Director of the University's Institute of European Law. From 1996 to 2002 she was President of the Academic Committee of the Swiss Association for European Law.
