C SPECIAL FOCUS PARTICIPATION Francesco Palermo* Th e Dual Meaning of Participation: Th e Advisory Committee’s Commentary to Article 15 of the FCNM I. Introduction In February , the Advisory Committee adopted a commentary on Article of the Framework Convention for the Protection of National Minorities (FCNM), which refers to the conditions necessary for “Th e Eff ective Participation of Persons belonging to National Minorities in cultural, social and economic life, and in public aff airs”. Th e commentary aims to provide a practical tool for state authorities and decision makers, public offi cials, organizations of minorities, nongovernmental organizations, academics and other stakeholders involved in minority issues, by presenting the inter- pretation given by the Advisory Committee to provisions in the FCNM on eff ective participation over the previous years since it came into force. It is the second com- mentary of this kind, following the one on education adopted in . After providing a few general remarks on the concept of participation (Part II.), this paper highlights the dual meaning of ‘eff ective participation’ underpinned by the commentary. As to its content, the commentary stresses the links between participa- tion in cultural, social and economic life,
