Introduction In February , the Advisory Committee adopted a commentary on Article  of the Framework Convention for the Protection of National Minorities (FCNM), which refers to the conditions necessary for “Th e Eff ective Participation of Persons belonging to National Minorities in cultural, social and economic life, and in public aff airs”. Th e commentary aims to provide a practical tool for state authorities and decision makers, public offi cials, organizations of minorities, nongovernmental organizations, academics and other stakeholders involved in minority issues, by presenting the inter- pretation given by the Advisory Committee to provisions in the FCNM on eff ective participation over the previous  years since it came into force. It is the second com- mentary of this kind, following the one on education adopted in . After providing a few general remarks on the concept of participation (Part II.), this paper highlights the dual meaning of ‘eff ective participation’ underpinned by the commentary.
